  2. Agree one deployment plan

  3. Connect systems and standards

  4. Review shared results

  5. Sustain collective delivery

First 90 days: put the map to work
  • Complete the first bilateral-support stocktake and focused gap assessment; confirm partner focal points, delivery owners, initial sites and essential permissions in January.
  • Accept the National Water Quality Innovation Strategy by 31 March, aligning partner contributions under one deployment plan while the map, hub and source register are configured.
  • Release the operational map by 31 March; mobilise field and laboratory teams in parallel.
April–June 2027
Activate detection and verification
  • Start routine sampling, community reporting and laboratory services by 30 June.
  • Deploy mobile field capability and targeted upgrades with trained operators.
  • Launch the first response dashboard and connect reviewed results to responsible teams.
July–December 2027
Deliver the first complete service
  • Accept the dashboard and early-warning platform and the app by 30 September; run the forecasting prototype in shadow mode and deploy initial compliance cases.
  • Commission the first treatment demonstration by 31 December where need and operator readiness are verified.
  • Demonstrate a complete detection → verification → response case and record its accepted delivery evidence.
